Abstract

Ø Indonesia Democracy Index (IDI) Papua Province 2014 of 62.15 from a scale of 0 to 100, this figure rose 1.23 points compared with IDI 2013 of 60.92. Despite the increase, the performance of the democracy in Papua still remain in the category of being. As to the classification of the level of democracy, is said to be "good" If the index above 80, is said to be "medium" If the index is between 60 – 80, and is said to be "bad" If the index below 60.

Ø the increase in numbers is the composite index is mainly influenced by the increase in democracy the second aspect that is politic rights, up 11.14 points from 31.37 on 2013 be 42.51 at 2014. Meanwhile the first aspect of civil liberties and a third aspect of democratic institutions has decreased, respectively down by 4.53 points and 7.26 points.

Ø the methodological Basis in data gathering used 4 data sources: (1) review of local newspapers, (2) review the document (Perda, Pergub, etc.), (3) Focus Group Discussion (FGD), and (4) in-depth interviews.
